SAEED GHANI ASKS CHAIRMAN NAB TO TAKE ACTION AGAIINST DIRECTOR NAB SUKKAR

AND HIS TEAM.

 

Karachi November 8 : Sindh Minister for Information, Archives and Labor Saeed Ghani has said that the Director of the National Accountability Bureau, Sukkur through the officers of my department was threatening me and my colleagues by saying that we should be ready for a surprise. The provoncial Minister for Information said that National Accountability was interfering in the affairs of my department illegally and without any concrete reason. He said that the officers of the National Accountability Bureau were forcing the officers of my department to act as they wished. Saeed Ghani said that Workers Welfare Board flats and marriage support cheques were forcibly distributed by Chairman National Accountability Bureau in a ceremony held in Sukkur on October 31st. The provincial Minister for Information said that for this forceful distribution of cheques and flats the deputy director of the Worker Welfare Board and the Secretary were threatened by conveying them a message that false criminal cases would be registered against them. He made this statement in the Sindh Assembly on Friday under Article 261. In his statement, Saeed Ghani said that a letter from the National Accountability Bureau, Sukkur was written to Secretary Worker Welfare Board on October 24, about which he learned later. The Minister told the House that through this letter the Secretary Workers Welfare Board had been informed that after addressing a reception in Sukkur on Nov 8, the Chairman National Accountability Bureau would distribute flats built by Workers Welfare Board as well as the marriage support cheques. Saeed Ghani said that when I learned of such a letter on October 28, I forbade the officers of Workers Welfare Board to not to obey any such order. The provincial minister said that I had told the officers of the Workers Welfare Board that if they were forced to do so, they should clearly state that we were forbidden to do so by the Minister. He told the assembly that once again on October 29, the director of the National Accountability Bureau, Sukkur, Captain(retd) Fahim Qureshi called the Secretary and Deputy Director Worker Welfare Board and said that because the event was to be held on October 31st, therefore they should make available the allotment letters and cheques within two days.

Saeed Ghani said that when he became aware of this once again on October 30th, he strictly forbade the officers of the Workers Welfare Board from following the orders of NAB officials. The provincial minister informed that I received a call at Sukkur's number at 12 o'clock on the night of October 30 and was told that the Director of the National Accountability Bureau Sukkur would speak to me. He told the assembly that when I spoke to the Director National Accountability Bureau Sukkur, he told me that the NAB had received numerous complaints of embezzlement of funds meant for building flats by Workers Welfare Board as well as of misappropriation in distrubution of marriage grant cheques. Saeed Ghani said that Director of the National Accountability Bureau, Sukkur, told me that the NAB had two options, either to resolve the issue through thorough inquiry, or on the other hand, they distribute these flats to the workers by themselves. The Director NAB, Sukkur, also referred me to Article 33-C, the minister added. Saeed Ghani told the House that I made it clear to Director NAB Sukkur that Article 33-C did not give him an authority to interfere in the affairs of my department. The provincial minister said that I told the director NAB Sukkur that if there were any complaints against his department, he should inquire into it and if he received any evidence of corruption then he had the right to initiate an action in accordance with the law. Saeed Ghani told the Provincial Assembly that during the eight-minute call, Director NAB Sukkur tried to convince me in several ways that I should step back from my position, but I made it clear to him that neither I interefere in anyone's matters nor I accept anyone's interference in the affairs of my department. The Provincial Minister for Information said that after that the two mentioned officers of the Worker Welfare Board who had submitted all the details of the incident to me in writing were threatened by the NAB officials that if the did not bring the cheques and the allotment letters in the ceremony they would be sent to prison. Saeed Ghani told the House that on October 31, the NAB, Sukkur officials went to the Deputy Director Worker Welfare Board, who was staying at a local hotel, and forced him not only to attend the ceremony but also to handover to them the ten allotment letters and three marriage grant cheques. He said that later Chairman NAB distributed these cheques in the ceremony.

Provincial Minister of Information said that if Chairman National Accountability Bureau did not take notice of this incident, then we would had to assume that these NAB officers were acting unlawfully on the orders of Chairman NAB. Saeed Ghani said that if we did not prevent the National Accountability Bureau from doing such illegal and unconstitutional acts, no officer or department would be able to function.
